Smith claimed he had learned a lot and changed since killing his sons, aged 3 and 14 months, in 1994. The boys’ father came to the hearing and spoke on their behalf, saying this was a terrible decision, not an accident or a mistake.
The parole board cited the seriousness of Smith’s crimes and his unfavorable disciplinary history as reasons for denying his application. Mr. Lowe previously shared with us his disciplinary violations over the years, many of which were drug-related. He noted that her violation history was among the worst he had ever seen.
